Crescent Salford: Community Conversations

The Brief
RMS was briefed by long-standing placemaker client Muse to assist with two public consultations (community conversations) with extremely tight deadlines.

Activity
RMS set to work creating detailed timelines of activity for the two consultations which were due to run consecutively over a period of 10 weeks between May and July 2025.
Although the two consultations were engaging with the same communities, the developments in question were subject to two separate planning applications and so required entirely separate consultations.
The developments formed part of a much larger regeneration scheme which had already undergone a significant multi-stakeholder engagement period in 2021 and so it was decided that these projects would be much more targeted to the immediate stakeholders local to the two sites in question.
We carried out stakeholder mapping to identify our target audiences before working with Muse’s design team to create detailed and highly visual mailers which were distributed to more than 2,500 local addresses in addition to dedicated landing pages hosted on the main Masterplan website.
We then coordinated online questionnaires and live webinars which were then hosted directly on the landing pages through the duration of the consultation period. We also worked directly with planning and architectural teams to create a detailed presentation to demonstrate the proposals to residents.
Finally, we maintained a direct line of communication with stakeholders to offer telephone surveys and email conversations where residents were unable to respond via the online surveys.

Success
Despite a challenging turnaround time, following two, fortnight-long consultation periods, we worked with Muse’s planning consultants to analyse the questionnaire responses and create fully comprehensive Statements of Community Involvement in line with the specific requirements of the local authority to which the applications will be submitted.
The client was delighted to receive “such a coherent, quality and informative set of documents together in such a short space of time.”
